INTRODUCTION
The year is 1917 and the Russian Empire has just collapsed, with Finland declaring its independence. Finland, without an army or a police force that functioned, was soon divided between two armed rival factions that stood on opposing sides. The socialist Reds and the bourgeois Whites both aimed to define the future of Finland, which turned its way into a bloody civil war.
In the Joint Crisis Committee, the delegates will be divided into two cabinets representing the Whites and the Reds, which will operate simultaneously. Each cabinet will take its own action within the directives. Actions taken by one side will directly impact the other. Delegates will steer through political and military pressures and respond to fast evolving events. The choices made by the delegates will determine whether Finland finds peace or sinks into bloodshed.
